Ich sitze am Hangzhou International Airport nach einer Akademie-Woche an der Zhejiang University. Die 9 Millionen Metropole Hangzhou liegt 190 km s\u00fcdwestlich von Shanghai und gilt als eine der sch\u00f6nsten St\u00e4dte Chinas. Wie \u00fcberall im Land wird auch hier mit gro\u00dfer Entschlossenheit die bauliche und kulturelle Entwicklung der Stadt vorangetrieben. Der Film endet mit der freundlich intonierten Ermahnung: \u201ePlease be aware that violations are recorded on video and will be prosecuted and in severe case may result in imprisonment\u201c. Der Satz bringt es auf den Punkt: 1. Hier sind sinnvolle Spielregeln, es w\u00e4re gut sich daran zu halten. 2. Nichts bleibt unentdeckt (die rund 180 Millionen \u00dcberwachungskameras im Land f\u00fchren \u00fcbrigens auch dazu, dass man sich in China auf eine Weise recht sicher f\u00fchlt \u2013 Wim Wenders\u2019 \u201eEnde der Gewalt\u201c l\u00e4sst gr\u00fc\u00dfen). Und 3: Im schlimmsten Fall ist da immer noch das Gewaltmonopol des Staates. Wie sch\u00f6n: Soziales Feedback!<\/em><\/strong><\/p>\n

Ich bin nicht der einzige, der hier oft an \u201eBlack Mirror\u201c denken muss. Ich sehe diese Serie d\u00fcsterer Szenarien der nahen digitalen Zukunft mit einer Faszination, die Balint \u201eAngst-Lust\u201c nennen w\u00fcrde. Social Fiction ist nun mal in der Regel dystopisch, warum also nicht gleich in die Vollen gehen? Dabei scheint mir immer \u00f6fter hier in China die Wirklichkeit der Fiktion bereits ein paar Schritte voraus. Als ich die Black Mirror Folge \u201eNosedive\u201c zum ersten Mal sah, schien mir die dort beschriebene soziale Verhaltenskontrolle als d\u00fcstere Projektion. Das seit ein paar Jahren in der Erprobung befindliche System der Social Credit Points steht dem in nichts nach.<\/p>\n

Es basiert auf einer W\u00e4hrung gesellschaftlicher Anerkennung, die durch Wohlverhalten aufgeladen und durch \u201eVerfehlungen\u201c mit Abz\u00fcgen belegt wird. Der Credit Score bestimmt den Zugang zu Rechten und Privilegien \u2013 von der Kreditw\u00fcrdigkeit, Vergabe von Ausbildungspl\u00e4tzen und \u00f6ffentlichen Jobs bis hin zu schnellem Internet, dem Erwerb von Flugtickets oder dem Kauf von Autos. Als Wohlverhalten sind zum Beispiel soziales Engagement, gesundheitsf\u00f6rderlicher Lebenswandel, der Kauf inl\u00e4ndischer Waren und weitere Akte einer \u201epositiven Gesinnung\u201c eingestuft. Abz\u00fcge gibt es f\u00fcr Regelverst\u00f6\u00dfe (von Ordnungswidrigkeiten bis hin zu falscher M\u00fclltrennung) und politisch nicht-konformes Verhalten im \u00f6ffentlichen Raum, zuvorderst in den Sozialen Medien. Bislang ist das ganze halbwegs freiwillig und spielt sich in Pilotregionen und auf der Bezahlplattform AliPay ab. Ab 2020 wird das System auf einem hochintegrierten digitalen R\u00fcckgrat fl\u00e4chig implementiert.<\/p>\n

Was tut ein Spiegel? Er spiegelt!<\/em><\/strong><\/p>\n

Unverkennbar steckt ein St\u00fcck Konfuzius in diesem ausgekl\u00fcgelten Modell der Micro Governance. Dennoch liegt die besondere Qualit\u00e4t des chinesischen Ansatzes eher in der perfektionierten Form als in einer unerh\u00f6rt neuen Zielstellung. Wie die Ausrichtung von Verhalten funktioniert, ist seit jeher eine Lieblingsfrage der angewandten Psychologie, auch und gerade im aufgekl\u00e4rten Abendland. Punktesysteme kennt man ja bereits aus der Schule, wo es f\u00fcrs Tafel-Abwischen Bienchen und f\u00fcrs St\u00f6ren Punktabz\u00fcge gibt (mir schien das immer eher unbeholfen, und irgendwie tun einem Lehrer*innen ja auch ein bisschen Leid). Die gepunktete Linie zieht sich ins Arbeitsleben in Form der Personalbeurteilung fort, die v.a. \u00fcber monet\u00e4re Anreizsysteme Alignment und Leistung des *der einzelnen Mitarbeiter*in sichern soll. Das ist zwar alles oft noch etwas h\u00f6lzern, aber die Digitalisierung kommt auch hier langsam um die Ecke. Das gerade erschienene Heft der Zeitschrift f\u00fcr Organisationsentwicklung preist die glorreichen Chancen der Big Data Analytik f\u00fcr Management und OE (\u00fcbrigens ohne einen Funken kritischer Reflexion, was mit Daten sonst noch so alles angestellt werden kann. Shohana Zuboff hat den verst\u00f6renden Begriff des \u201eSurveillance Capitalism\u201c gepr\u00e4gt – der ist hier noch nicht angekommen). Nicht zuletzt findet sich auch jede Menge Verhaltenssteuerung im institutionellen Alltag unserer sch\u00f6nen Demokratie: von den Punkten in Flensburg als nicht-monet\u00e4re Verkehrsdisziplinierung \u00fcber die Bewertungs-Scores der Schufa bis zu den Bonuspunkten, mit denen meine Krankenkassenbeitr\u00e4ge sinken, wenn ich zum Sportverein oder zur regelm\u00e4\u00dfigen Zahnprophylaxe gehe. Das finde ich alles ganz ok. Man k\u00f6nnte sagen, China ist in diesem Punkt nicht moralisch hinterher, sondern lediglich technisch vorneweg. Wenn da nicht diese \u201eletzte Konsequenz\u201c w\u00e4re.<\/p>\n

Heiligt der Zweck auch diese Mittel?<\/em><\/strong><\/p>\n

Wir haben Flugh\u00f6he mit Kurs Berlin erreicht. N\u00fcchternes Fazit in der Luft: Ich m\u00f6chte unter einer zentral gesteuerten Verhaltensmodellierung ebenso wenig leben, wie im anschwellenden Micro-Targeting Dauerfeuer des Zuboff\u2019schen \u00dcberwachungs-Kapitalismus oder der \u00f6konomisierten Teilhabe, wie sie Jeremy Rifkin in \u201eAccess\u201c beschreibt. Wie bei allen (Sozial)Technologien l\u00e4sst sich jeweils fragen, ob es die Formen oder die Ziele sind, die hier problematisch wirken? Und wie das \u00fcberhaupt analytisch zu trennen ist?<\/p>\n

Gedankenexperiment: Was, wenn all dies f\u00fcr einen ganz unzweifelhaft guten Zweck eingesetzt w\u00fcrde? Green Credit Points und Climate Analytica als Schnellwaschgang der Gro\u00dfen Transformation; Access-Steuerung als Policy Instrumentarium des Klimanotstands. W\u00e4re das akzeptabel?
